I dont know if it's the cheapest, but I have bought empty caps at Capsuline- www.capsuline.com

I purchased through them because at the time it was the only place I could find empty caps small enough for kitty.

I use number 3 gel caps. I can get a lot of meds in one capsule like 1/4 of 250 mg metronidizole, 1/4 of 10 mg Pepcid AC and 1 mg budesonide.

Does everyone stuff by hand? Or do you have a capsule tray?

I made a tray when I was giving a bluck drug. Now I just use manual filling. I drilled holes in a piece of hardwood to fit #3 gelcaps so they standup and I can compare filling height when dividing larger pre filled gelcaps.
