Milo could be bouncing. All I can see is that he went down a little fast between +2 and +3. I would have gotten another test after that to see where he was going, but that's just me. I don't know your story.

I'm glad you did the increase and hope you start to see some blue numbers and maybe some greens, soon.
 
Good luck on the increase. It could be some New Dose Wonkiness you are seeing too. Or as Dyana mentioned, going down more than about 50 points an hour can also cause them to bounce. If I see a fast drop like that, I'll set the alarm for a couple hours later to make sure Neko's not getting too low.

Milo is on Levemir so he won't onset for a while yet. Onset is when the insulin hits the bloodstream and starts working. After PMPS he'll get a little bit of a food spike from dinner and continue going up until onset as the insulin from the morning's shot wears off. If Miko is higher at preshot time, you probably don't need to test again for 3-4 hours. Neko does the same thing.

ETA: And bounces can take 6 cycles to clear, numbers can wobble around until then.
